CHRISTIAN HEALTH ASSOCIATION OF NIGERIA,VACANCY JANUARY 2012

CHARIA (comprehensive HIV/AIDS Response; the Interfaith Solution) project is a CHAN project funded by PEPFAR (US President’s Emergency Plan for AIDS Relief) project funded through the US CDC (Centre for Disease Control and Prevention). CHARIS seeks to scale up prevention are and treatment of HIV/AIDS and development of indigenous capacity in Nigeria. As the project’s prime, CHAN takes the overall lead in Program , Grant and Supply Chain management and works with othe rpartners who are sub-grantees of the project.

Currently the project has the following vacancies:
DEPUTY CHIEF OF PARTY
Reports to Chief of Party
Primary functions: The DCOP will provide support to the CHARIS Chief of Party (CoP) and the rest of the CHARIS team to ensure that program quality standards and donor requirements are met in a sustainable faith-based approach that provides comprehensive and sustainable care and support to PLWHs. The person will be will be responsible for supervising the program component ; project planning, implementation, monitoring and evaluation and reporting in CHARIS coverage area, and will work in close collaboration with the CHARIS CoP, CHARIS consortium members, and other technical advisors to ensure program and management quality
QUALIFICATIONS/EXPERIENCES:
o   Minimum MBBS (required) and Masters degree in Public Health, Health Financing etc (desirable)
o   significant field experience in  technical and program management of Service delivery facilities (SDF); clinical and/or community-based care of persons living with HIV/AIDS;
o   Knowledge and experience of ART programmatic and technical issues highly desired;
o   At least 6 years of post NYSC relevant experience in public health, specifically HIV/AIDS out of which at least four years in supervisory role.
GRANTS AND COMPLIANCE MANAGER
Reports to Chief of Party
Primary Function: The Grants and Compliance Manager is responsible for budget monitoring and compliance oversight of the USG awards and all related SDF finance issues. The Grants &Compliance Manager will develop and implement strategy to prevent or reduce compliance-related liabilities. S/he supervises a team of compliance staff. The person is responsible for development of  Grants and Compliance curriculum.
QUALIFICATION/EXPERIENCE
A Masters degree in accounting or related field,
A professional qualification in accounting (ACCA, CPA or equivalent),
Six years relevant post-qualification experience, of which three years should be at supervisory level in PEPFAR USG  and USAID Grants and compliance management.
Auditing and training experiences are desirable.
Excellent spreadsheet skills
GRANTS AND COMPLIANCE OFFICER
Reports to Grants and Compliance Manager
Primary Function: The Grants &Compliance Manager will work closely with the program managers and project partners in enhancing the capacity of the partners in financial management and to assist in ensuring the reporting accuracy of the Project Advance and Liquidation. In collaboration with the Finance staff and program managers, the person will assist in the organization of financial trainings and other capacity building activities that will contribute to the financial strategic development and action planning of the project team.  The person will collaborate with other staff in ensuring that all projects related reports to the donors, and internal documents are produced accurately and in timely basis. The person will assist partners to ensure proper financial and procurement management systems and practices.
QUALIFICATION & EXPERIENCE:
The minimum qualifications is a Degree in Accounting
Full chartered membership of an accounting institute or Masters degree in accounting with at least four years experience in a similar area of work.
FINANCE & COMPLIANCE OFFICER
Reports to Grants and Compliance Manager
JOB RESPONSIBILITIES:
Point of Service Financial Oversight
o   Review SDF financial reports on site.
o   Review SDF valid documentation that supports the financial reports on site.
o   Coordinate with CHAN program manager on timely submission of SDF’s expense reports for liquidation of advances.
o   Review SDF’s expense reports for accuracy.
o   Communicate with CHAN Grants and Compliance manager on questions and concerns related to SDF expense reports.
o   Develop written liquidation notes for submission and review by the CHAN Grants and Compliance manager.
o   Develop notes on justification of all rejected expenses included in that month’s
MONITORING & EVALUATION (M&E) SPECIALISTS 2
Reports to Chief of Party
Primary Functions:  M&E Officer is responsible for working with the 7D/SUN Project Team Leader in the monitoring and evaluation of CHAN/Nigeria’s growing health program, specifically the Community-Based Care and Support and Scaling-Up the Nigerian Faith-Based Response to HIV/AIDS projects by supporting the development and implementation of new M&E tool, ensuring partners are collecting relevant program data regularly and rigorously, aggregating program data in support of regular reporting to USG donors etc.
QUALIFICATION AND EXPERIENCE:
Minimum of a University degree,
Minimum of three years Post NYSC professional in a similar field.
Experience in the M&E activities including working with M&E software packages is desired and advantaged.
PROGRAM ASSISTANT
Program Site Manager
Primary Functions: The Program Assistant’s primary responsibility is to provide consistent and quality programming support services to team members in the assigned Unit.  These services include support to organizing of trainings and events, conducting of literature searches, verifying of partner receipts, and proper maintenance of files, records and databases and the handling of administrative tasks.  Program Assistants will also ensure excellent exchange of communication and documentation with the Administration Department and the Finance Department.
QUALIFICATIONS/ EXPERIENCE
Minimum of a university degree
Minimum of 2 years work experience post NYSC in a similar or related position.
SUSTAINABILITY ADVISOR
Reports to Chief of Party
The Sustainability Advisor leads CHAN’s sustainability interventions by collaboratively developing tools and supporting where appropriate promoting/advising on sustainability interventions across all activities and consortium members. Because of the variety of stakeholders in the CHARIS program (including multiple GON and donor agencies, Consortium Members CM’s, and Local Partner Treatment Facilities SDF’s), communication and coordination within and outside of the consortium is critical to this process, and this is also a primary responsibility.
 QUALIFICATION/EXPERIENCE
o   A master’s degree in any chosen field.
o   At least four years experience of which two in a related field.
o   Experience working with international donors.
SPECIFIC DUTIES:
Enhance national and local GON understanding of CHAN programming, and its capacity to integrate that programming in the national response.
o   Promote and track invigoration of SAC’s and their advocacy activities. Develop SAC best practices and promote them across the consortium. Organize training for them in advocacy and governmental accountability.
o   Identify systems of accreditation, requisition, reporting that allow FBO’s to receive GON-funded pharmaceutical procurements.  Promote and track LPTF’s use of and success with these systems.
o   Promote and track GON supervisory visits to LPTF’s. Where appropriate develop tools.
o   Promote and track the development and dissemination of referral information by site managers that encourage public/private linkages.
o   Support the site-level decentralization pilots, which are led by site managers, and communicate learning about them within and outside the consortium.
o   Promote/track/communicate technical lead engagement with GON through national and state working groups.
SENIOR ACCOUNTANT
Reports to Finance and Admin Manager
Supports the Finance & Admin Manager in developing tools and mechanisms for effective and efficient monitoring of programme and project budgets, coordinates compilation of financial data and provides accurate and up-dated financial information to CHAN HQ on a continuous basis.
The Senior Accountant ensures the effective functioning of financial operations and systems in support of the programme and office management. S/he works closely with programme and project staff providing financial monitoring and analysis of projects and advising managers on expenditure trends and implementation rates.
RESPONSIBILITIES
o   To liaise with the project team to help in developing monthly budgets for project activities.
o   Responsible for carrying out all day-to-day project financial tasks including preparation and processing of petty cash voucher, petty cash reconciliation, cheques preparation, processing of invoice, maintenance of cheque register etc.
o   Monthly reconciliation of bank and cash account, staff advances, receivables and payables account.
o   Production of monthly and annual project financial report.
o   To ensure the implementation of project’s administration policies including that for project equipment use.
o   To assist the project staff with project logistics, including procurement and delivery of goods and equipment and to ensure compliance with project donor procurement procedures.
QUALIFICATION AND EXPERIENCE
BSc/HND Accounting or other relevant fields.
Professional qualification in Accounting ACA
4 years post NYSC experience in a relevant field preferably with USAID, PEPFER or other international bodies.
Knowledge of ERP 9 Tally accounting software will be an added advantage.
ADMINISTRATIVE LOGISTICS OFFICER
Reports to Finance and Admin Manager
The ALO is responsible for CHAN CHARIS smooth operations pool of vehicles and organizing drivers to meet the needs of the Program.  The ALO is responsible for the maintenance of the fleet, generators and communications equipment to ensure that these perform reliably at all times.
The ALO is also the person responsible for all Purchases made from CHAN CHARIS above the petty cash threshold.  Purchases must be made in accordance with CHAN Purchasing and Procurement guidelines. So the ALO must be very familiar with the Procurement guidelines. For all Project vehicles, create and adhere to a maintenance schedule that provides for regular maintenance and any extraordinary repairs and servicing that may be required. Be fully conversant with CHAN purchasing and procurement policies and ensure all purchases are completed in accordance with this.
o   Maintain up to date records of current vendors including recent price lists and any relevant correspondence with them;
o   Maintain records of all purchases above N50,000 in separate files that include copies of the PRF, PO, invoice, correspondence and any other documents;
o   Ensure transparency and honesty in all dealings with suppliers and CHAN;
o   Prepare a weekly report of current outstanding purchases and circulate to FAM and the purchase requestors concerned;
o   Follow up all purchases to ensure that shipment terms, supply of goods are met, if not, pursue the matter until the situation is resolved to everyone’s satisfaction;
o   Once goods have been received process payment and follow up to ensure payment is made.
QUALIFICATION/EXPERIENCE
o   Degree in Business related course or Purchasing and Supply.
o   Minimum of five years experience with at least two years relevant administrative experience, preferably with a structural non- governmental organization with either USAID or CDC funding.
o   A professional certificate would be an added advantage.
o   Excellent knowledge of computer software – MS Office and Excel specially.
DIRECTOR OF PRIMARY HEALTH CARE AND PROGRAMS (CHAN HQ JOS)
Primary Function
Reports to the Secretary General
The Director of PHCS/Programs will be responsible for the efficient and effective coordinating, promoting and stimulation of high quality, appropriate, client-led, health service at all levels especially primary health care activities including community participation among institutions through visits, national and zonal www.nigerianbestforum.com workshops and instructive mailing. To ensure the sustainable achievement of the Program goals of CHAN. Prepare up to date annual strategic plans for CHAN taking into consideration the strengths, weaknesses, opportunities and treats facing CHAN as an organization. Work with the zonal teams in preparing operational work plans Ensure strategic annual plans are implemented and are regularly reviewed and agreed as needed. Supervise, evaluate and coordinate the activities of zones and projects. Ensure health management and organization of health institutions to maximize utilization of resources effectively and efficiently through periodic Health System Reforms within the frame work of the Federal Ministry of health’s HSRP.
QUALIFICATION/EXPERIENCE
o   MBBS.
o   Masters in Public Health or its equivalent.
o   At least 5 years experience in leading position in a church health program.
o   Experience with NGO or International Donor agencies.
o   Excellent computer skills especially Power Point.
o   Good communication and training skills.
